It is unlikely.but possible.that the Hard Reset that you are performing on the AirPort Express is not fully erasing all the old settings, so the AirPort is not really in a true factory default settings state. The setup works flawlessly each time that I run though it. The WiFi network, which is named "2Wire902" is being produced by another modem/router here that is provided by AT&T.
